Apartments account for 219 listings and houses for 174, with no plots or commercial units in our data. The bedroom split is unusually balanced: 98 one-bedroom, 124 two-bedroom, 98 three-bedroom, 49 four-bedroom and 21 with five or more, plus a studio. In Finland, most flats are shares in a housing company (asunto-osakeyhtiö), so you buy shares that entitle you to occupy a flat and then pay a monthly maintenance charge.

Oulu is the largest city in northern Finland. It has a university, a strong electronics and telecommunications cluster that grew out of Nokia, a hospital that serves the whole region and a flat, bike-friendly layout with long winter cycling networks. Areas such as Tuira and Toppila are close to the centre and the sea, while Kaakkuri and Kaijonharju lean towards suburban housing. Expect dark winters and bright summers, and expect the housing company to sort out snow clearing.
Rental demand from students and hospital staff supports small flats, but yields depend heavily on housing company finances and planned renovations. Always check the company's annual report, loans and any upcoming pipe or facade work.
Check the housing company before the flat: its loans and repair plans decide your real monthly cost.
Oulu is served by an airport with direct flights to Helsinki, an intercity rail line along the coast and a motorway south. Bike lanes are extensive and the city is flat, which helps in winter if you accept studded tyres. Day trips to the Bothnian coast national parks and to Lapland are easy, and many buyers keep the flat as a base for outdoor holidays.
With 174 houses among 393 listings, Oulu is better for family homes than many Finnish cities of its size. Detached houses and terraced houses in suburbs such as Kaukovainio, Kontinkangas and Haukipudas offer more space and a garden, and the sea at Hietasaari is close for summer swimming and winter ice walks. Plots appear less frequently than in many rural areas, because new building is concentrated in planned districts.
A key difference from southern Finland is the climate: temperatures can reach minus 20 degrees in winter, so insulation, heat pumps and district heating costs are important. District heating is widely available in the city and is usually included in the housing company charge. Ask for last year's heating bill, because it differs a lot between a 1970s block and a new low-energy one.
Compared with the capital region, you gain space and a lower purchase price, but you accept a smaller resale market, so plan to hold for several years.
EU/EEA and most non-EU citizens can buy Finnish real estate and housing company shares, with restrictions mainly applying to the Åland Islands and some defence-sensitive areas. Approximate costs (verify locally): transfer tax of 1.5% on housing company shares and 3% on directly owned real estate, plus a small registration fee. Agents are normally paid by the seller. A purchase is formalised through a purchase deed signed with a licensed agent or lawyer.
Mortgages are available to non-residents, but banks prefer Finnish income and a local relationship, and usually lend 70% to 85% of value. Read the Finland consultation guide, the mortgage overview and our Finland country page. For cities further south, compare Tampere, Turku and Helsinki.

Yes. Our median price in Oulu is €124,900 with a price per m² of €2,013. Helsinki asks substantially more, though it also offers a deeper rental market and stronger resale liquidity.
In most Finnish blocks you buy shares in the building company, which give you the right to a specific flat. You also pay a monthly charge for maintenance and any company loan share.
Generally yes. Restrictions focus on Åland and certain sensitive areas, but owning property does not by itself give a residence permit, so check immigration rules separately.
Approximately 1.5% transfer tax on housing company shares and 3% on real estate, with first-time buyers under 40 exempt for shares in some cases. Rates change, so ask a local agent to confirm.
Heating, insulation and snow clearing matter. Look at the building's heating type, ventilation and the maintenance charge, and visit in winter if you can.
Oulu has bike paths, buses and a compact centre. A car helps for the outer suburbs and trips to the coast and Lapland.
Student and hospital demand supports small flats, but check housing company finances and rental rules first. Rents are lower than in Helsinki, so yields depend on buying price and charges.
