Construction land can be built on subject to a spatial plan and permits. Agricultural land is restricted and in practice reserved for citizens and domestic firms. Forest land is separate. Never trust a listing's description; ask for the cadastre record.
Plots appear in Futog, Veternik and Sremska Kamenica near Novi Sad, and Stara Pazova near Belgrade.
A plot that looks cheap can become expensive once you add a connection to electricity, water, sewerage and sometimes gas. In suburbs of Novi Sad and Belgrade, new streets are often unpaved, and the municipality may charge a development fee before it issues a building permit. Ask neighbours what they paid, visit after heavy rain to see how the access road behaves, and compare the total cost of ownership with that of a finished house.
Local families buy plots to build their own homes, small developers assemble sites for low-rise blocks, and some diaspora buyers acquire land in their home village. Foreign buyers with no Serbian roots usually prefer a finished apartment, because the building process involves permits, contractors and long supervision from a distance. If you do plan to build, hire a local architect early and pay a lawyer to read the contract with the builder.
