Can You Finance a Baku Apartment from Abroad? Azerbaijan Mortgage Rates and Options

Mortgage in Azerbaijan for Foreigners

Azerbaijan financing guideUpdated October 2026

Anyone hoping for a mortgage in Azerbaijan for foreigners should start with a sobering fact: home lending there is built for residents who are paid in manat, and overseas buyers are almost never the target customer. What follows explains why, what the state programmes are for, and how international buyers actually complete purchases in Baku.

The short answer for non-residents

Azerbaijan permits foreigners to buy apartments and houses, though not agricultural land. Credit is a different matter. Mortgage lending is dominated by state-linked schemes aimed at citizens and by commercial banks that want a local employer, a local salary and a record in the local credit bureau. A visitor with income in dollars or euros does not fit that pattern.

If you hold a residence permit and a job in the country, the position improves, but even then you should expect modest loan sizes relative to the price of a new Baku flat. For everyone else, plan for cash. The Azerbaijan buying guide explains ownership rights in more detail, and the Azerbaijan property page is the place to start looking.

In Azerbaijan, plan to fund the purchase yourself; a bank loan for a non-resident is the exception rather than the plan.

Rates, manat risk and what you might be quoted

Where banks do lend, the price of credit in manat has historically been well above euro-area levels, reflecting local inflation and the central bank's stance. State-backed programmes can be cheaper but are generally reserved for citizens. Because the lender will want repayments in manat, a foreign earner who borrows takes on exchange risk: if the manat weakens against your income currency your payments become cheaper, if it strengthens they become dearer, and either way the sale proceeds when you exit are affected.

Treat any rate you are told as provisional. Ask for the effective annual cost and whether the bank will adjust it during the term. Try the mortgage calculator to see what an extra few points does to your payment.

Why Baku dominates

Most foreign interest is in Baku, where new towers, some of them mixed-use, have changed the skyline. Resale flats in older Soviet-era blocks are cheaper but vary widely in condition, heating and communal arrangements. Outside the capital the market is thin and valuations are hard. If you plan to rent a unit out, talk to local agents about realistic rents and vacancy rather than relying on a developer's projections, since these are the figures a lender or a buyer would test.

The checks that matter more than the loan

In Azerbaijan, the danger lies in the property file. Ownership is recorded in a state registry, and a registry extract is the document to insist on. Confirm that the seller is the registered owner, that no mortgage or court claim is noted, and that any co-owners or minors have consented where the law requires it.

In the capital, new apartment towers are common. For a unit bought during construction, ask for the developer's land rights, building permits and the registered status of your unit. A glossy brochure is not a title. Pay by traceable bank transfer and agree the currency of payment in writing, because a contract in one currency settled in another invites disputes.

A sensible order of work

  1. Appoint an independent Azerbaijani lawyer who is not recommended by the seller.
  2. Request the registry extract and have the lawyer verify it at source.
  3. Ask any bank you are considering whether it accepts foreign income at all; many do not.
  4. Agree the sale terms and have the contract notarised.
  5. Register the transfer and keep proof of every payment.

If you want to see what is on offer in the lower price brackets first, look at cheaper properties in Azerbaijan and the under 100k list.

What to expect to pay besides the price

Costs in Azerbaijan are modest but not always itemised, so ask for a written estimate.

Other ways to fund a purchase

Cash is the norm. Some developers offer instalment plans over the building period; these are contracts, not regulated mortgages, so the risk of a stalled project is yours. Borrowing against a property or investments in your home country is often cheaper and keeps the debt in your own currency. If your plan is investment rather than residence, run your yield numbers against the Azerbaijan market data before you commit, and use our contact page if you want a referral.

Frequently asked questions

Does Azerbaijan have mortgages for non-residents?

Rarely. Home loans are aimed at residents with local income, and state schemes are for citizens. Foreign buyers mostly use their own funds.

Can I buy farmland in Azerbaijan as a foreigner?

No. Foreign individuals cannot generally own agricultural land, though apartments and houses are open to them.

Why is borrowing in manat risky if I earn in dollars?

Because exchange movements change what each payment costs in your own currency, and they also affect what you receive when you sell.

What document proves who owns a flat in Baku?

An extract from the state property registry. Insist on a fresh one and have your lawyer verify it with the registry.

Are instalment plans from developers a good substitute?

They can work, but they carry project risk. Check permits and land rights and keep payments tied to completed stages.

How long might a purchase take?

Weeks for a cash deal once title is checked. If a bank is involved, allow one to three months.
