Bulgaria is one of the cheapest EU markets and, since adopting the euro, one of the more interesting for investors watching convergence. The Bulgaria real estate market 2026 has two faces: a growing, liquid capital and a hangover from the over-built Black Sea resorts. Check live prices on our Bulgaria property for sale page.

Price and return snapshot

Our legacy city-centre apartment price is about US$2,242 per m² (2023), with a gross rental yield of 4.6% (2024), a price-to-rent ratio of 21.6 and a price-to-income ratio of 8.9. The last number stands out: among the more affordable markets we track relative to local incomes, because wages have been rising quickly and mortgage lending has expanded.

The euro effect and convergence

Inflation of 4.6% in 2025 is high for the euro area, and strong wage growth is catching up with the EU average. GDP per capita of about US$20,300 and growth above 3% support demand. Euro adoption removes currency risk for euro-based buyers and may lower borrowing costs over time: our 2023 mortgage figure was 3.7%, with the policy rate at 3.5%. See the financing overview for how non-residents are treated.

Sofia versus the coast

Sofia is the liquid market: IT and outsourcing jobs underpin rental demand for apartments. On the Black Sea and in ski resorts, supply was built far ahead of demand in the last boom, and many resort apartments are cheap but slow to sell and expensive to run because of service charges. Treat resort yields skeptically: occupancy is seasonal and many developments have limited year-round services.

Bulgaria rewards buyers who go where people live and work, not where brochures promise sunshine.

— RealEstateAbroad market note

EU citizens can buy land and property, while non-EU citizens generally cannot own land directly but can buy apartments and buildings, and often use a Bulgarian company to hold land. Check the structure with a lawyer. Notary and registration fees, local tax and municipal fees are modest compared with Western Europe, but should be verified. The consultation guide for Bulgaria lists the steps. Also browse houses, land and commercial property for non-apartment options.

Risks and outlook

The main risks are oversupply in resorts, construction quality and unregistered buildings. Upside comes from wage convergence and a deepening mortgage market. For cheaper stock, see the cheap properties and under 100k lists, and benchmark Bulgaria against neighbours in the analysis hub. Target a hold of at least five years, factor in service charges that can run into hundreds of euros a year for pooled complexes, and insist on a completed Act 16 certificate for new-builds so the building is legally habitable. Inspect heating and insulation too; energy costs in winter can surprise buyers from milder climates.

Bulgaria property market FAQ

Can foreigners buy property in Bulgaria?

Yes for apartments and buildings. Non-EU buyers generally cannot own land directly but can use a Bulgarian company, so take legal advice.

Is the euro good for property buyers?

It removes exchange risk for euro buyers and supports financial integration, but inflation has been above the euro-area average.

Are resort apartments a good investment?

Often not. Oversupply, seasonal occupancy and high service charges can erode returns. City apartments are usually more liquid.

What yields can landlords expect?

Our 2024 data shows around 4.6% gross in city centres. Net returns depend on location, costs and occupancy.

What should I check in a new-build?

Building permits, completion certificates (such as Act 16), developer track record and any outstanding charges.
