Bissen is a commune in the canton of Mersch in central Luxembourg, in a more rural setting than the capital, with Luxembourg City reachable by road or rail from the Mersch area. Neighbouring communes include Mersch, Schieren, Ettelbruck and Lintgen; Mertzig and Grosbous are small communes to the north and west. Buyers include cross-border workers and families priced out of the capital.
Bissen offers a lower-density setting than Luxembourg City, with village life, access to the Attert valley and shorter distances to the north of the country. Many buyers work in the capital or in cross-border roles, and the price per m² of €7,812 is the price of that proximity. The 16 plots interest buyers planning a new build, but building land needs a PAG zoning check and an architect. Check the energy pass (passeport énergétique) because it affects heating cost and the loan terms offered by banks.
Foreigners can buy freely. A notary is mandatory and drafts the deed. Registration and transcription duties together are about 7% of the price (6% registration plus 1% transcription), with reliefs for owner-occupiers, and off-plan purchases (VEFA) carry VAT with a reduced rate for the principal residence. Check the co-ownership rules and the energy pass.

Luxembourg has high salaries, strong demand and limited land. The €7,812 median per m² in Bissen is typical of the country outside prime city districts. Prices in the capital are higher still.
Yes. All property sales are executed before a notary, who also collects the duties. Buyers should check the co-ownership regulations and sinking fund.
It is the Luxembourg form of off-plan sale, with staged payments as the building progresses. Check bank guarantees. Staged payments follow construction milestones and banks issue completion guarantees.
Luxembourg banks lend to non-residents, often with higher deposits. Cross-border workers usually find it easier. Cross-border workers sometimes have access to mortgages in both Luxembourg and their home country.
